Dawn joined the Department for Environment, Food & Rural Affairs (Defra) in 2002 after a career in the private sector that included the financial and hospitability markets. She has held a variety of roles in Defra including working on department change programmes, Better Regulation and Regulatory Delivery, and EU Strategy and Negotiations, including Defra’s interests in the EU Withdrawal Agreement.

She started her current role in Resources and Waste in 2018, and led publication of the Resources and Waste Strategy. She is responsible for teams delivering on Plastics; Residual Waste and Infrastructure; Local
Environmental Quality including fly tipping; Waste Regulation Crime & Resilience; and Municipal, Commercial and Industrial Recycling (not Simpler Recycling).
